Ever since the City Lord of Raging Waves City handed Wang Ce the job of establishing the Raging Waves Guard three years ago, he had been bothered by the issue of Creation Master resources.

Wang Ce went to the Creation Master Association often to assign jobs and had also recruited some Class 2 and 3 Creation Masters.

However, tens of Class 2 Creation Masters and two Class 3 Creation Masters were not enough.

This was unsurprising as Indigo Azure City was a large level below Raging Waves City and would not be able to afford resources that Raging Waves City could not afford.
